The IARU Monitoring System (IARUMS) is a global service authorized by the Administrative Council of the International Amateur Radio Union (IARU). The primary objective of the IARU Monitoring System is to search for, classify, and identify transmissions sent by non-amateur stations that cause harmful interference to amateur radio services, contrary the International Telecommunication Union (ITU) regulations and national radio regulations, and to take initial steps leading to the removal of these transmissions from amateur radio bands.
For years, the national coordinators of the IARU Monitoring System and their teams, all volunteers, have monitored amateur radio bands for such transmissions. Given the current increase in these types of emissions, collaboration from member societies is essential for this IARU working group.
We recommend that our member societies appoint an IARUMS National Coordinator to join and cooperate with this IARU Monitoring System. The National Coordinator should select collaborators who will assist him with the tasks of band monitoring and reporting transmissions from non-amateur stations (https://www.iaru-r2.org/en/spectrum/monitoring-system/iaru-monitoring-system-r2/).

Although prior experience in monitoring such transmissions is desirable, it is not mandatory for the appointed coordinators. IARU has tools and resources available to assist in their training.
Reporting Intrusions in Amateur Radio Bands
Individuals who wish to report intrusions in amateur radio bands should send their observations to the Regional Coordinator, including the following information:
- Their identification (callsign).
- The frequency.
- The time in UTC, as well as the date and month.
- Any possible identification transmitted during the transmission.
- The mode of transmission, if known.
Where possible, include image, audio (in .wav format), and/or video captures of the received signal.
Important
As per our terms of reference, The IARUMS shall not become involved in the monitoring and reporting of harmful interference in amateur bands caused by stations identified as or believed to be amateur stations. Additionally, RFI/EMC interference does not fall within the scope of IARUMS’ activities.
